- ItemThe 1960 Fiji sugar dispute : the cane growers versus the CSR Company : a thesis presented ... for the degree of Master of Arts in History(Massey University, 1970) Charan, Prem KSugar is Fiji's chief export and accounts for over eighty per cent of its total export earnings. The set up of the Fijian sugar industry is perhaps unique in the world. The buying and processing of cane as well as the distribution of sugar up until 1962 were entirely in the hands of the Colonial Sugar Refining Company (usually referred to as the CSR or the Company) of Australia. The Company was also the owner or lessee of nearly half of the colony's total cane lands which were leased or sub-leased to over 5,200 small Indian tenant farmers. In its milling operations and transport network the CSR employed over 2,500 workers. Thus the CSR enjoyed a monopoly in the manufacture and distribution of sugar as well as holding an oligopoly as far as control of cane lands was concerned. From this strong position it could deal with the cane farmers successfully over matters such as cane payments to the farmers or conditions regarding harvesting and transporting of cane to its mills. If the cane growers failed to reach a favourable agreement with the CSR over the sale and purchase of cane they were faced with the unenviable position of having in hand a commercial crop with no buyers. The growers' position was aggravated by the fact that the cane crop deteriorated if it was not harvested in season and further it remained at the mercy of floods, hurricanes, droughts or even fires which were not uncommon occurences in the sugar districts. The livelihood of over 80 percent of the Indian farmers depended solely upon the income derived from the sales of sugar cane which brought by far the biggest return of any other crop. Sugar cane growing thus dominated the farming activities of Viti Levu and Vanua Levu's western coastal plains, the only plains large enough for extensive agricultural use.
- Item2nd Aviation Education and Research Symposium: “Contemporary Issues in Aviation Education and Research”(Massey University, 2010-07) Pérezgonzález, Jose D.Massey University School of Aviation is pleased to announce the second Aviation Education and Research Symposium to be held at Palmerston North on 28-29 July 2010, in conjunction with the Aviation Industry Association of New Zealand and Royal Aeronautical Society, New Zealand. This event is intended as a forum for disseminating research and discussing current issues in aviation, with an emphasis on bridging theory and practice. It will present an opportunity for "a meeting of the minds" for academics and practitioners in the aviation industry. The theme for this symposium "Contemporary Issues in Aviation Education and Research" is broad to encourage a greater spectrum of submissions encompassing aviation psychology, education, technology, training, and the economic aspects of the industry. We are delighted at the interest generated and the range of papers received from Australia and New Zealand. The conference papers have been classified into five sessions, with ‘Aviation Psychology’ and ‘Aviation Education’ on the first day, followed by ‘Commercial Aspects of Aviation’, ‘Aviation Technology’ and ‘Training for new technology - the man-machine interface’ on the second day. We welcome delegates to attend, participate and share information on the latest developments in the industry.
- Item3rd Aviation Education and Research Symposium: “Contemporary Issues in Aviation Education and Research”(Massey University, 2011) Pérezgonzález, JoseMassey University School of Aviation is pleased to announce the third Aviation Education and Research Symposium to be held at Wellington on 05-06 July 2010, in conjunction with the Aviation Industry Association of New Zealand and Royal Aeronautical Society, New Zealand. Encouraged by the success of the previous two seminars, we have continued with sessions that enable both academics and practitioners from the aviation industry to share views and developments. The event will be a venue for disseminating research, and an opportunity for theory and practice to converge. We have retained the same theme "Contemporary Issues in Aviation Education and Research", as this appears to attract a greater spectrum of submissions across aviation psychology, education, technology, training, and the economic aspects of the industry. The conference papers have been peer-reviewed and classified into three sessions, with ‘Aviation Training’ on the first day, followed by ‘Aviation Psychology’, ‘Aviation Education’ and ‘Commercial Aspects of Aviation’ on the following day. We welcome delegates to attend, participate and share information on the latest developments in the industry.
- Item64-bit architechtures and compute clusters for high performance simulations(Massey University, 2006) Hawick, K.A.; James, H.A.; Scogings, C.J.Simulation of large complex systems remains one of the most demanding of high performance computer systems both in terms of raw compute performance and efficient memory management. Recent availability of 64-bit architectures has opened up the possibilities of commodity computers accessing more than the 4 Gigabyte memory limit previously enforced by 32-bit addressing. We report on some performance measurements we have made on two 64-bit architectures and their consequences for some high performance simulations. We discuss performance of our codes for simulations of artificial life models; computational physics models of point particles on lattices; and with interacting clusters of particles. We have summarised pertinent features of these codes into benchmark kernels which we discuss in the context of wellknown benchmark kernels of the 32-bit era. We report on how these these findings were useful in the context of designing 64-bit compute clusters for high-performance simulations.
- ItemA cross country analysis of social justice in assessment(2017-11-27) Poskitt JM; Adie L; Hayward LSocial justice is an international concern and evident in education and assessment policies, but is less evident in the enactment of reporting policy and practices. We explore these ruptures in assessment policy through analysis of the assessment documents of three countries, Australia, New Zealand and Scotland. Specifically, we address the social and cultural assumptions that limit opportunities for student and parent voice in reporting processes. Robinson and Taylor’s (2007) four core values of student voice form the conceptual framework. In order to better align assessment, reporting and social justice practices, we draw on notions of spirit and letter of assessment, feedback to create dialogic spaces, and the relationship between formative and summative assessment. Lundy’s (2007) conceptualisation of voice is used to propose ways forward to create a more socially just reporting system. To transform reporting practices, we recommend reconceptualising reporting as communicating, and assessment as progressing learning.
- ItemAccelerated face detector training using the PSL framework(Massey University, 2009) Susnjak, T.; Barczak, A.L.C.; Hawick, K.A.We train a face detection system using the PSL framework [1] which combines the AdaBoost learning algorithm and Haar-like features. We demonstrate the ability of this framework to overcome some of the challenges inherent in training classifiers that are structured in cascades of boosted ensembles (CoBE). The PSL classifiers are compared to the Viola-Jones type cas- caded classifiers. We establish the ability of the PSL framework to produce classifiers in a complex domain in significantly reduced time frame. They also comprise of fewer boosted en- sembles albeit at a price of increased false detection rates on our test dataset. We also report on results from a more diverse number of experiments carried out on the PSL framework in order to shed more insight into the effects of variations in its adjustable training parameters.
- ItemAccountability mechanisms in NGOs : how ChildFund New Zealand maintains accountability with its funders and communities : submitted in fulfilment of the requirements for the degree Master of International Development (International Development), School of People, Environment and Planning, College of Humanities and Social Sciences, Massey University(Massey University, 2022) Sinclair-Parker, MahaliaChildFund New Zealand (CFNZ), whose parent body was established in 1938, works alongside communities to deliver development programmes that prioritize outcomes for youth. The organisation aims to work through partnership to promote self-reliance in developing communities, while engaging in continual self-reflexivity. This research report investigates the accountability mechanisms of ChildFund New Zealand through document analysis and semi-structured interviews. It explores the types of accountability mechanisms the NGO uses and how, regarding their funders, potential donors, and community members. This kind of research critiques how a large NGO can practice accountability that align with its mission and values. It also contributes knowledge to the ongoing dilemma of how to implement best practice in development.
- ItemAchieving harmony of mind : a grounded theory study of people living with HIV/AIDS in the Thai context : a thesis presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Nursing, Massey University, Palmerston North, New Zealand(Massey University, 2010) Balthip, QuantarThe aims in this Straussian grounded theory inquiry were to gain better understanding of the meaning of spirituality and of the process of spiritual development in people living with HIV/AIDS in the Thai context. In Western contexts, spirituality has been described as the essence of human existence. However, in the Thai context, where Buddhist teachings underpin the understanding of life as body and mind, rather than as body, mind and spirit, the concept of spirituality is little understood by lay people. This gap in understanding called for an inductive approach to knowledge generation. HIV/AIDS is a life-altering and deeply stigmatized disease that results in significant distress and calls into question the meaning and purpose of life for many who are diagnosed with the disease. Nevertheless, some Thai people living with the disease successfully adjust their lives to their situation and are able to live with peace and harmony. These findings raise questions firstly as to the process by which those participants achieved peace and harmony despite the nature of the disease and the limited access to ARV drugs at the time of that study; and secondly as to whether or not the peace and harmony that they described could be linked to the Western concept of spirituality. Data were gathered from 33 participants from the South of Thailand, who had lived with HIV/AIDS for 5 years or more, were aged 18 years or older, and were willing and able to participate in this study. Purposive, snowball and theoretical sampling techniques were used to select participants. Data collection using in-depth interviews and participant observation methods was undertaken over a nine-month period in 2006. The process of data analysis was guided by Strauss and Corbin’s grounded theory and resulted in the development of a substantive theory. The substantive theory of Achieving Harmony of Mind comprises two categories: struggling to survive and living life. Each category has two subcategories: encountering distress (tukjai) and overcoming distress (longjai), and accomplishing harmony in oneself and discovering an ultimate meaning in life respectively. The metaphor of ‘an eclipse’ was used to describe the process of the development of mind of people living with HIV/AIDS and represents the extent to which the individual’s mind is overshadowed by the diagnosis of HIV/AIDS and its consequences. Diagnosis of this disease turns participants’ lives upside down. Yet selective disclosure of one’s HIV status, resulting in the receiving of support and connectedness with others, enables participants to find meaning and purpose in life that enables them to recover the will to live and to attempt to stabilise their lives by learning to live with HIV/AIDS. Most participants were able to adjust their mind to accept their new situation and find new self value enabling them to feel free from the shadow of HIV/AIDS and live life with HIV/AIDS as normal. Fewer participants found an ultimate meaning in life – consistent with Buddhist teachings about suffering and uncertainty, and the impermanence of life that links with an understanding of ‘nonself’ – that enabled them to obtain peace and harmony of mind (kwarmsa-ngobjai). It is this latter stage that represents spirituality in Buddhist terms. This form of spirituality differs significantly from that found in other religions because it does not involve an engagement with a divine and transcendent reality. The findings of this study enhance knowledge about spirituality in the Thai context, and provide a guide for health professionals and education curricula with the aim of achieving more holistic care for patients.
- ItemAchieving quality teaching in developing countries : identifying factors that influence the delivery of quality teaching in primary schools in rural Cambodia : a research project presented in partial fulfilment of the requirements for the degree of Master of International Development, Institute of Development Studies, Massey University, Manawatu, New Zealand(The Author, 2015) Arnold, Denise JoyAt a global level the Education for All focus has shifted from years of schooling to the quality of education being attained. The delivery of quality education is dependent upon quality teaching. While there is no clear definition of quality teaching there are recognised characteristics which lend themselves to quality teaching and therefore are used as proxies to identify what constitutes a quality teacher. Of importance to this study is the fact these same recognised characteristics of what constitutes quality teaching and a quality teacher are reflected in the Ministry of Education, Youth and Sport in Cambodia (MoEYS) goals and teachers in Cambodia clearly identify with these characteristics. Drawing on a case study of Cambodia this research examines the influences that work upon a teacher to either positively influence the delivery of quality teaching or to negatively influence the same. While influences which positively and negatively impact quality teaching are wide ranging, some are definitely more influential than others. Hence there is a clear recognition of the importance of the provision of basic resources for education. The delivery of quality teaching requires basic physical infrastructure and resources such as teacher training, adequate teacher salaries and teaching materials. Without these basic resources a teacher is destined to fail in the delivery of quality teaching. This is particularly relevant in a developing country where the teachers are more likely to be working at a pre-professional level in terms of teaching skills, dependent upon teaching materials and reliant on basic classroom management skills. This is the case in Cambodia. Before any other influences become significant these fundamental needs must be met. There is also an important link between the health of both teachers and children and the delivery of quality teaching. Basic health needs must be met if the delivery of quality teaching is not to be undermined.
- ItemActive participation of marginalized people in community development and the role of World Vision Myanmar : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in International Development at Massey University, Palmerston North, New Zealand(Massey University, 2013) Chit, ZeyarThe aim of this thesis is to explore the participation of the marginalized people in community development, and specifically how World Vision Myanmar facilitates that participation. The Area Development Programme implemented by World Vision in Thabaung Township was selected as a case study. Employing theoretical continuums of participation in conjunction with qualitative research methods, the nature and level of participation of marginalized people and the factors influencing their participation, as well as the role of World Vision Myanmar in promoting their active participation, were investigated. Before the 1990s, the dominant modes of top-down and externally-induced development failed to provide the hoped-for results in reducing poverty. As a result, a more people-oriented approach to development was encouraged and the participation of the previously ignored beneficiaries of development initiatives is now seen as vital in achieving and sustaining development outcomes. However, community participation in development initiatives does not mean that all segments of a community have an equal role in development programmes and share benefits equally. This study found that nearly all community members participate in community development projects initiated by World Vision Myanmar but that the form of their participation varies. Three socioeconomic categories (the rich, the middle-class and the poor) were present in each research village, and the results showed that the poor were marginalized from active participation in important aspects of community development, especially in leadership and decision-making. The poor were characterized by a cluster of disadvantages. This study noted that the decision-making power remained mostly in the hands of the powerful people in the community. However, leadership styles differed between research villages, demonstrating that the poor can contribute to decision-making processes when the leadership style in the communities is inclusive of the marginalized. In contrast, when the leadership style is authoritative and individualized, the poor remain marginalized from development processes. World Vision Myanmar has policy documents and guidelines that encourage the participation of every segment of the community, especially the poor. However, there is still room for the organization to make these guidelines more accessible for Community Based Organizations (CBOs) so that they can apply them more effectively in their communities,
- ItemThe actualized caring moment : a grounded theory of caring in nursing practice : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Nursing at Massey University(Massey University, 1991) Euswas, Payom WiriyaThe purpose of this study was to provide a partial theoretical description of the phenomenon of caring in nursing practice. Three practice settings involving cancer patients were selected: hospital, hospice, and community with thirty patients and thirty-two nurses participating in the study. A research design combining a phenomenological perspective and grounded theory strategies was implemented. Data were collected by indepth interview, participant observation, and records. The data were analysed by the method of constant comparative analysis. A number of concepts were developed from the data and the theoretical framework of "The Actualized Caring Moment" was formulated to explain how the actual caring process occurs in nursing practice. This caring moment is the moment at which the nurse and the patient realise their intersubjective connectedness in transforming healing-growing as human beings in a specific-dynamic changing situation. The actualized caring moment is a gestalt configuration of three main caring components: The preconditions, The ongoing interaction, and The situated context. The Preconditions, which consist of the nurse, personally and professionally prepared to care, and the patient, a person with compromised health and wellbeing, are prerequisites for the occurrence of the caring process. The nurse has the qualities of benevolence, commitment, and clinical competency to be ready to care. The patient is a unique person in a vulnerable state and requires assistance from the nurse to meet personal health needs. The Ongoing Interaction, the actual caring process, is the continuity of the nurse-patient interaction moment-by-moment which brings together six caring elements: Being there, Being mindfully present, A relationship of trust, Participation in meeting needs, Empathetic communication, and Balancing knowledge-energy-time. The Situated Context is the situation and environment where the actual caring process is taking place, and this is comprised of circumstances of the nurse-patient meeting and care-facilitating working conditions The conceptual framework of "The Actualized Caring Moment" offers nurses an opportunity to understand their practice more fully in providing effective nursing service. Consequently, its implications are valuable for education, research, and the development of knowledge focused on the discipline of nursing.
- ItemAdding quality to the quilt : adolescent experiences of critical incident responses in secondary schools in Aotearoa New Zealand : a thesis presented in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Social Work at Massey University (Palmerston North campus), New Zealand(Massey University, 2008) Stewart, Kathryn JanetCritical incidents impact on populations that experience them. Within secondary schools in Aotearoa New Zealand, there is an expectation that a response is made to schools that experience such incidents. There is much conflicting international research as to the efficacy of these responses. The adult experts are making decisions that they believe are in the best possible interests of the young people; they are putting together a quilt that they believe will nurture young people. The expertise and knowledge of a major stakeholder – the young people involved in the critical incident response – has been for the most part, omitted from research. This particular study set out to gather data about young people’s experiences of critical incident responses, so that the quilt being provided has input from this group and so is able to better meet their needs. The study had four major facets. It incorporated reflections on my intrinsic involvement in this field of practice and was, therefore, heuristic. Secondly, qualitative research was utilised to explore with young people their stories about what happened for them at the time of an incident. Thirdly, it incorporated principles of participatory research as an acknowledgement that young people are central stakeholders in secondary schools and that their voice was one that needed to be heard in order that the best responses may be offered. Lastly, it was utilisation focused. It was designed so that the findings were not just written up and filed away but disseminated to those who make decisions at the school level and policy level. At the analysis stage, two major methods were used. Firstly, inductive analysis was used to identify the themes that emerged from the interviews with the young people. Triangulation was then used to consolidate these themes using the input from Collaborative Groups and a systematic review of the knowledge that I have gained over the time that I have been involved with young people in the critical incident response area. This analysis of the contribution from the young people resulted in several areas being highlighted. Firstly, participants asked that those responding to critical incidents considered the use of language and the power of words, Secondly, they believed that schools needed to act proactively and to have a plan and, in association with this, that they develop a culture that better cared for the needs of young people. Thirdly, the young people involved requested that the ‘right’ people responded at the time of an incident: the qualities of the ‘right’ people and the ‘wrong’ people were also identified. Next, the young people were well able to identify the positives that could ensue out of negative situations, and lastly, they expressed their wish that there be a place for their involvement at the time of a critical incident response.
- ItemAdult literacy and women's empowerment : exploring the contribution of a non-formal adult literacy programme to women's empowerment in Aileu, Timor Leste : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, Albany, Manawatu [i.e. Manawatu], New Zealand(Massey University, 2010) Kotsapas, AliciaWhile the majority of studies concerning education in Timor Leste have focused on formal schooling, this thesis seeks to explore the contribution of non-formal adult literacy programmes (NFALP) to rural women’s empowerment in Aileu, Timor Leste by examining the challenges that rural women face in their daily lives, whether their participation in the NFALP and literacy acquisition has assisted them with overcoming these challenges and brought benefits to their lives, and if this has led to their empowerment. The study adopts a gender perspective and focuses on the individual voices of rural adult women in considering how NFALPs are impacting on rural women’s lives, and provides a space for their voice, one which has been marginalised in the literature so far, to be heard. The study examines three important empowerment frameworks presented by Rowlands (1995), Kabeer (1999) and Stromquist (1993) which are relevant to research concerning women and education. The study employs a qualitative feminist methodology in seeking an in-depth understanding of the reality and lived experience of rural women participating in the programme through semi-structured interviews with literacy programme participants and key informants during a period of fieldwork in Timor Leste The research findings reveal that the motivation behind women’s participation in a NFALP is directly related to addressing their practical gender needs, rather than their strategic gender needs, which revolve around reproductive tasks and unpaid productive work. The study found that NFALP offers rural women who missed out on formal schooling another opportunity to achieve an education, however, yet the heavy burden of women’s traditional reproductive roles severely restricts their ability to regularly attend NFALP. Finally, the research found that rural women did experience empowerment through their participation in the NFALP, the most common empowerment dimension experienced being the personal (Rowlands, 1995) or psychological dimension (Stromquist, 1993) of empowerment.
- ItemAdvanced nursing practice and the nurse practitioner : New Zealand nursing's professional project in the late 20th century : a thesis presented in fulfillment of the requirements for the degree of Doctor of Philosophy in Nursing, Massey University, Palmerston North, New Zealand(Massey University, 2005) Jacobs, Susan HaasBeginning with the question, "what are the forces and voices influencing the meaning of the concept, and the development of advanced nursing practice in New Zealand in the 1990s”, this thesis uses an historical sociological approach to explore what New Zealand nursing is becoming and what it is ceasing to be. Through the examination of New Zealand nursing history from 1860 through the first years of the 21st century, seven historical understandings of the meaning of 'advanced' nursing practice emerged: nurses with higher education; nurses with more than one type of registration; community nurses; nurse educators and administrators; specialty nursing; a career hierarchy based on further education, experience and clinical focus; and the contemporary Nurse Practitioner. The thesis argues that each of the earlier historical connotations of advanced nursing practice is reflected in the Nurse Practitioner. The analysis of this broad scope of New Zealand nursing history, including a case study of the interpretation and implementation of contemporary advanced nursing practice, reveals essential themes of profession and professionalisation; politics and political sophistication. Drawing on theoretical perspectives from sociology, political science, and nursing, these concepts are further analysed, and developed into a representational framework. This conceptualisation depicts critical factors for nursing to achieve its preferred position in the context of time. Therefore, this study is also an exploration of New Zealand nursing's professional project A professional project is the process through which an occupational group gains control over the education and entry to practice of practitioners; secures legitimacy through the state and the public; achieves self-regulation over its practice; and secures, maintains and extends a market, or jurisdiction for itself. This thesis illustrates that while the course of action of a professional project is not always clear or deliberate for all the members of the profession, it nevertheless has a coherence that may be seen ex post facto. It is argued that what became the drive for the development of New Zealand's Nurse Practitioner and the expansion of nursing's jurisdiction at the turn of the 21st century, began long before the 1990s. The importance of history to understanding the past, the relevance of history to the shape of the present, and the significance of history's influence on the future are affirmed.
- ItemAdvancing a regenerative tourism system in New Zealand : an analysis of an Indigenous tourism operation and the Tiaki Promise destination pledge(Massey University, 2021) Hutchison, BronwynSustainable development has featured prominently in the tourism literature for the last 30 years promoting economic, social, and environmental goals. However, in practice its implementation has been overshadowed by the dominant neoliberal paradigm. This has resulted in economic growth being given priority over ecological and social factors, resulting in environmental damage and vulnerable communities. This study examines the elements of regenerative tourism, which is an approach that goes beyond sustainable development to recognise and value the interconnectedness of all living systems. It further explores the place of the Tiaki Promise tourist destination pledge in supporting a regenerative tourism system. The analysis is contextually grounded in a case study of an Indigenous tourism operation, Kohutapu Lodge and Tribal Tours, in New Zealand. A qualitative approach using semi-structured interviews was used. This research asserts that a systems approach reflecting an Indigenous worldview of the interconnection between all living systems, contextually grounded in its manifestation and with diverse and regenerative economies, can effectively support whole system health and flourishing. The research into the Tiaki Promise finds that its purpose and use has been inconsistently understood and applied but there is optimism that with continued development and clarification, it can support a regenerative tourism system through creating common cause to effect change away from a growth focussed paradigm.
- ItemAgenda success? : The prospects for sub-regional human rights arrangements in the Pacific : a thesis presented in fulfillment of the requirements for the degree Doctor of Philosophy in Politics at Massey University, Manawatu, New Zealand(Massey University, 2011) Hay, Kathryn SusanRegional human rights institutions have been established in all United Nations (UN)-defined regions except for the Asia-Pacific. Although as a region the Asia-Pacific faces myriad human rights challenges, the diversity of countries and cultures and absence of a shared sense of regional identity inhibits momentum to form a regional mechanism for the promotion and protection of human rights. Within this region several sub-regional configurations exist. The Pacific Islands Forum (PIF), whose members include fourteen small island states, Australia and New Zealand, is the primary political body in the Pacific section of the broader Asia-Pacific region. The vision of the PIF emphasises the promotion and protection of human rights in the Pacific. Human rights issues have, however, tended to be addressed within individual countries, and Pacific leaders have paid little attention to the idea of sub-regional human rights arrangements (SHRAs) as a means of supporting human rights objectives. Within the PIF complex political and institutional processes shape the work of the Pacific leaders and affect which ideas are focused on and advanced. Within the policy process agenda setting is a critical element as new ideas and policy solutions can only be implemented after they have been deliberately considered and agreed upon by the political decision-makers. Several elements shape the agenda setting process: the framing of issues and possible solutions by policy advocates, the availability of appropriate venues in which decisions can be made, and opportunities to have ideas presented to the decision-makers. If the political decision-makers, in this thesis the PIF leaders, agree to advance and implement a policy idea then agenda success has occurred. This thesis examines the prospects for agenda success of SHRAs in the Pacific. Twenty two semi-structured interviews were undertaken with selected experts from throughout the Pacific. These empirical materials were triangulated with secondary sources. Analysis of these materials highlighted that all components of the agenda setting process are evident in this case study of SHRAs in the Pacific. In particular, interrelationships between the framing of issues and alternative solutions, venues and policy advocates, previously understated in other agenda setting research, are able to be identified. Certain conditions, such as political instability, international obligations, environmental challenges, and the current scoping exercise, provide opportunities for policy advocates to push their ideas. Further, the results of the research identify several contextual factors that are shaping the agenda setting process in the PIF. These include historical, national, sub-regional, international, cultural, economic, and geo-political factors, and issues of sovereignty. Before Pacific leaders are likely to agree to the advancement of SHRAs in the Pacific they will also need to be convinced that the idea is both feasible and immediately important. Therefore, although there is moderate evidence of the preconditions for agenda success being in place, the receptivity and political will of the PIF leaders is critical, and will, in the final instance, determine agenda success for SHRAs in the Pacific.

Coalescence is dependent on the frequency of collisions that occur, and the fraction of collisions which result in coalescence. The collision rate is a function of granulator kinetics and powder properties, while the coalescence success rate is dependent on factors including the Stokes number and particle geometry. This work investigates an aspect of the geometry by examining the distribution of liquid on the surface of agglomerates in the capillary state. Agglomerates are created by adding particles, one at a time, about a central tetrahedral arrangement of four primary particles. For a given agglomerate, the wetted fraction of surface area, defined as the wetness, is evaluated using an approximate fluid surface. Packing density and binder saturation parameters are incorporated into the model. Given a number of primary particles and the volume of binder in a particle, the agglomerate wetness is able to be estimated using computational geometry.

Based on the economic principle of “efficiency”, the Washington Consensus and its supporters have avidly promoted the neoliberal orthodoxy as the ideal blueprint for the economic development of all countries in every region. However, as this thesis has discovered, the efficiency of public policy is weighed not by its conformity to an ideology but on how effective it responds to the economic and social problems of the population in question. In recent years Tonga has endured severe economic shocks which have pushed its low growth economy to the brink of economic crisis. In response to this crisis, the Government has chosen greater economic liberalisation and private sector – led growth to lead the economy to recovery. The Washington Consensus and its international supporters claim that this is the best policy response for Tonga due to the belief that greater liberalisation leads to greater efficiency. This thesis however believes that at the current dire state of the economy, it is not enough for Tongan public policy to just conform to international views on efficient economic development but to ensure that its economic development policies address the economic and social needs of the general Tongan population. With this in mind, this thesis investigated the role of agriculture in economic development. It identified that for an agriculture-based country such as Tonga, at low levels of growth, agricultural development is fundamental to long term economic growth. This research also revealed that agricultural growth is maximised through trade hence suggesting increased focus on agricultural export development. Based on these findings, this research project set out to verify the efficiency of Government agricultural policies by identifying the views of agricultural exporters and comparing these with Government approaches to agricultural export development in Tonga.

The renewed attention on ‘new agriculture for development’ framework started to emerge to achieve several dimensions of development. This thesis empirically investigates the issues pertaining to new agriculture for development that can benefit economic growth and address the socio-economic dimensions of development in the case of Fiji. Utilising Fiji’s Household Income and Expenditure Survey 2008-09 dataset the study examines macro-micro-level role of agriculture that corresponds to new objectives and apply this approach to evaluate the agricultural efficiency-development linkages. The empirical methodologies apply appropriate time series, novel cross-sectional approaches, new agricultural indicators and its determinants that examines (1) the impact of agriculture and other sectors to enhance agriculture efficiency; (2) moving beyond farm income by assessing off-farm labour participation and supply allocation decisions in the agricultural households. To achieve desired dimensions of development beyond those driven by market competiveness, (3) the role of remittances in the agricultural production estimations provide a new direction and finding to increase income and identify the causes of success for scaling up agricultural output, followed by (4) reducing poverty and inequality in agricultural households. In addition to contributing to the broader debates about agriculture-economic development nexus, the findings are also the first on applying new agriculture for development framework in Fiji’s case. Results demonstrate that there exist sectoral linkages and to increase economic diversification developing forward linkages through innovations are crucial and advantageous for growth. Findings of double-hurdle factors indicate the push and pull factors that influence household heads’ decision to participate and allocate time in off-farm income-generating activities. This implies that demand for labour, even for low-wage workers will not increase without a dynamic rural economy. The failure of low-wage and subsistence living depends on availability of land tenure and investment in agro-based industry clusters. The effects of remittances on agricultural production and diversification show that remittances tend to encourage households to be more diversified in farming, and to grow more cash crops. Findings show that non-farm household income sources contribute significantly towards poverty reduction of the agricultural households. Policies aimed at low-wage to reduce income gaps and creating employment opportunities could exhibit higher labour productivity.

Agriculture is acknowledged as one of the significant contributors to the Fijian economy (United Nations Pacific, 2021). The United Nations and the Secretariat of the Pacific Community have identified Fiji as a country with a vulnerable agriculture sector and high food security risks. This conclusion is owed to Fiji’s seasonal cyclones, inadequate extension programmes, lack of technical knowledge, and primitive farmer mindset (Asian Development Bank, 2011). Research suggests that indigenous Fijian people learn primarily through observation and practical application. Similarly, the transfer of knowledge is through stories, songs and dances, making them practical people. A change in the pedagogical approach in agricultural universities by including field trials and linking them with the theoretical experience will promote learning for our indigenous students. Moreover, there is space to explore teaching approaches that may be effective in training indigenous students. Opening training pathways that lead to a better understanding of developing critical thinking for indigenous students is imperative. Farm trials (applied in the appropriate context) can enhance understanding and improve outcomes to bridge the gap between theory, indigeneity, and practice in agronomy. These attributes help address current agricultural problems in Fiji, such as climate change and food security, which farmers can adopt to develop adaptive, resilient and robust approaches to improve production. The results generated through this paper reflected a positive outcome in terms of pedagogical approaches in tertiary level in Fiji. The incorporation of field trials in practical activities with the guide of assessments is proven to develop awareness and critical thinking in indigenous Fijian students. The formulated templates are a key component in undertaking field trials as they can be utilised to adapt to any crop.
