- ItemEngaging stakeholders in pre-event recovery planning: Using a recovery capitals framework(Australian Institute for Disaster Resilience, 2020-07) Ripley S; Kaiser LH; Campbell E; Shadwell J; Johnson D; Neely DIn 2018–2019, the Wellington Region Emergency Management Office in New Zealand, in partnership with Te Hiranga Rū QuakeCoRE, ran a series of workshops on the five recovery environments (built, cultural, economic, natural and social) to develop the region’s recovery framework. To get balanced and diverse perspectives, workshop attendees included representatives from central and local governments, iwi1, community groups, businesses, not-for-profits and academia. This paper uses a case study to highlight the challenges and opportunities of a collective partnership approach to pre-event planning. The workshop outputs are used to develop a regional recovery framework and to improve emergency management engagement before and after an emergency event. This paper demonstrates and evaluates a novel approach for engaging stakeholders about pre-event recovery planning. This can guide similar efforts for Civil Defence and Emergency Management agencies in other locations in New Zealand as well as elsewhere.

Consequently, marine mammals are often considered indicators of ecosystem health and flagship species. Yet, historical population declines caused by exploitation, and additional current threats, such as climate change, fisheries bycatch, pollution and maritime development, continue to impact many marine mammal species, and at least 25% are classified as threatened (Critically Endangered, Endangered or Vulnerable) on the IUCN Red List. Conversely, some species have experienced population increases/recoveries in recent decades, reflecting management interventions, and are heralded as conservation successes. To continue these successes and reverse the downward trajectories of at-risk species, it is necessary to evaluate the threats faced by marine mammals and the conservation mechanisms available to address them. Additionally, there is a need to identify evidence-based priorities of both research and conservation needs across a range of settings and taxa. To that effect we: (1) outline the key threats to marine mammals and their impacts, identify the associated knowledge gaps and recommend actions needed; (2) discuss the merits and downfalls of established and emerging conservation mechanisms; (3) outline the application of research and monitoring techniques; and (4) highlight particular taxa/populations that are in urgent need of focus.
- ItemRecovery Capitals: a collaborative approach to post-disaster guidance(Australian Institute for Disaster Resilience, 2022-04) Quinn P; Gibbs L; Blake D; Campbell E; Johnston D; Richardson J; Coghlan AKnowledge from past disasters can inform and support recovery, yet these insights are not always readily accessible to recovery practitioners. To bridge this gap, effective collaboration is needed to produce practical, evidence-based resources. This was the focus of the Recovery Capitals (ReCap) project, a collaboration between researchers and practitioners across Australia and Aotearoa New Zealand. This paper presents a critical case study of the participatory processes involved in developing a recovery capitals framework and associated resources. The framework is based on an existing Community Capitals Framework that emphasises the social, natural, political, built, human, financial and cultural strengths and resources within communities. The Recovery Capitals Framework arose through applying the Community Capitals Framework to disaster recovery, with conceptual adaptations to reflect shared values, diverse perspectives and collective knowledge of recovery. The lessons learnt from this international and researcher-practitioner collaboration are analysed, and the application of principles of equity, inclusion and community-led recovery is evaluated. Shortcomings and innovations are examined in how resources were tailored to the cultural contexts of each country, and reflections are presented from the perspectives Indigenous and non-Indigenous contributors. These lessons can inform future collaborations that support inclusive, holistic and evidence-informed recovery efforts.
